New York City Set to Begin Phase One on Monday



Governor Cuomo this week announced that New York City will begin Phase One of reopening on Monday June 8th. While he had intimated that the reopening would be coming soon, he confirmed the news at his Thursday press conference. With New York City entering Phase One, , residential construction is now an essential business in all 10 regions of New York State.

State Legislature to Return Next Week. NYSBA Responds to Recent Legislation



For the second time in four weeks, the State Legislature will return to Albany on Monday.We anticipate most of the work will deal with the events of the previous week.But NYSBA will be working to get legislation introduced to designate residential construction as an essential business in case of any new COVID-19 related shutdowns in the fall.


NYSBA has also sent Governor Cuomo memos on two important bills that passed recently:


S.8236A (Gaughran) A.10409A (McDonald) which permits local governments to extend building permits and approvals from zoning and planning boards for up to 120 days for the duration of the COVID-19 state disaster emergency pursuant to Executive Order 202. NYSBA sent a memo in support of this legislation.


We also sent a memo of opposition yesterday to the governor on S.8192 (Hoylman)/A.10290 (Dinowitz).The bill would place a moratorium on evictions until SIX MONTHS after the state of emergency in NY has ended.We think that this solution is above and beyond what is called for in this economic time.
